Policy Brief: Transforming Ports & Shipping for a Sustainable Blue Economy in the Western Indian Ocean

The rapid expansion of ports and shipping in the Western Indian Ocean presents both opportunities and challenges for sustainable development. This new policy brief explores how the region can balance economic growth with environmental stewardship and social inclusion, responding to growing societal expectations and global regulatory pressures. It highlights the need for stronger governance, integrated port-city planning, and a transition to low-carbon maritime operations, as well as better integration of science in port management.

A key output of a WIOMSA funded SCALABLE  grant is the development of the Port Sustainability Performance Index (PSP Index), a practical tool that enables ports to track, assess, and benchmark their sustainability performance across governance, environmental, social, and economic pillars. The  PSP Index helps identify priority areas for improvement and guides evidence-based action.

Key recommendations from the policy brief include harmonising regional policy frameworks, strengthening port-city governance, investing in low-carbon and nature-based infrastructure, capacity development, and adopting tools like the PSP Index for ongoing monitoring and improvement. These actions are essential for safeguarding natural capital and securing long-term benefits for coastal communities.
