The Gender Action Plan for the Hifadhi Blu Programme (2025–2029) is a first-of-its-kind strategic framework designed to embed gender equity and social inclusion in Ocean Conservation Areas (OCAs) across the Western Indian Ocean. Informed by a comprehensive Gender Analysis Study and aligned with WIOMSA’s Gender Policy (2021), the plan adopts a Human Rights-Based Approach that centers the rights, voices, and leadership of women, gender-diverse persons, and other underrepresented groups in marine conservation. By addressing systemic barriers such as entrenched gender norms, unequal access to resources, and limited leadership opportunities, the plan supports Sustainable Development Goals 5 (Gender Equality), 14 (Life Below Water), and global biodiversity targets.
