This working paper provides the first comprehensive analysis of how Our Ocean Conference (OOC) commitments are being implemented across Africa. Covering over a decade of voluntary pledges, the assessment highlights Africa’s growing leadership in sustainable ocean governance, with 364 commitments and $14.3 billion pledged since 2014. The report reveals that nearly 80% of commitments are complete or in progress, particularly in priority areas such as sustainable fisheries, maritime security, and the blue economy. Key findings explore enabling factors for success, identify barriers—such as gaps in finance and capacity—and recommend greater African-led engagement in shaping and delivering future ocean solutions. The publication serves as a critical resource for policymakers, researchers, and practitioners working to advance ocean health, resilience, and prosperity on the continent.
