Marine Protected Areas (MPAs) are at the heart of efforts to safeguard our oceans. Yet, managing these areas effectively is no small task—site managers and their teams face daily challenges ranging from limited resources to balancing conservation goals with community needs. To support practitioners in meeting these challenges, the Western Indian Ocean Marine Science Association (WIOMSA) has launched the “Western Indian Ocean Toolkit for Managing Marine Protected Areas” (2025).
This new toolkit is a practical guide designed to strengthen the planning and management of MPAs in the Western Indian Ocean (WIO) and beyond. Tailored for staff at the supervisory or site manager level (WIO-COMPAS Level 2), it focuses on building competencies that directly translate into stronger, more resilient management of our coastal and marine ecosystems.
What’s Inside the Toolkit?
The toolkit is structured around seven competence areas, reflecting the WIO-COMPAS framework for professional certification of MPA managers. Each area dives into the knowledge, skills, and approaches essential for effective MPA leadership:
- MPA Governance – Legislation, policies, compliance, and enforcement.
- Marine Conservation: MPAs and Other Approaches – Tools such as MPAs, LMMAs, ICZM, EBM, and MSP.
- Communication and Stakeholder Engagement – Working across diverse cultural and stakeholder contexts.
- Human and Financial Resources Mobilisation and Management – Covering operational costs, financial planning, and resource allocation.
- Management Implementation and Effectiveness – From setting objectives to adaptive management and monitoring.
- Biophysical and Socioeconomic Context – Understanding ecosystems, oceanography, and local realities.
- Leadership, Ethics, and Innovation – Promoting “Blue Leadership” and forward-thinking approaches.
Each section includes core elements, key points, case studies drawn from the WIO region—such as Mombasa Marine National Park and Reserve, Kisite-Mpunguti Marine National Park, and Bazaruto Archipelago National Park—and recommended resources to encourage deeper learning.
Learning by Doing
A key feature of the toolkit is its self-assessment questions, which help practitioners reflect on their progress and identify areas for further growth. Supervisors are also encouraged to use the toolkit to provide feedback and design tailored learning opportunities for their staff. This blend of self-led learning and guided development makes it both a practical tool for everyday use and a framework for long-term professional growth.
A Public Good for the Region
The MPA toolkit has been developed as a public good, free to use for non-commercial purposes. By equipping practitioners with clear guidance, real-world case studies, and opportunities for reflection, it contributes directly to building the human and institutional capacity needed to meet the region’s conservation goals.
